I work at the Foreign Affairs Department of the Argentine Government. I was CEO for IT at the time of this project.
For what projects/services did your company hire Julasoft, and what were your goals?
We needed a complete rewrite of an in house development dating back to the 1980s. It handles internal communications. Julasoft was hired to conduct a complete technical-functional analysis in order to establish how a new system should be written.
How did you select this vendor and what were the deciding factors?
We had to follow Argentina's public sector procedures by calling out for open competition among companies. We filtered out the proposals and chose the most competitive one among those that met the technical requirements.

Six steps were completed, each of them with a deliverable at the end. Deadline were met in every case. Technologies used involved email, Google meets, user interviews, written forms, telephone calls, among others.

Introduce your business and what you do there.
I work in Agencia I+D+I, the Argentinian national agency for the promotion of science, technology, and innovation. The agency is within the boundaries of the Ministry of Science and Technology, and I’m the coordinator of a technical unit, which performs projects with other ministries and agencies.
What challenge were you trying to address with Julasoft?
We had a problem dealing with contests in different areas. The agency deals with thousands of science and technology projects, and we wanted to build a platform that could anonymize the people presenting proposals and ideas. This is so the jury wouldn’t know the scientific backgrounds of the people submitting the proposals.
The biggest challenge was that we needed to build it in less than 90 days. We had to publish the contest and make the platform at the same time, so we almost didn’t have time to think; we just started working.
What was the scope of their involvement?
Julasoft developed our platform and design its UI/UX components. I conveyed what we needed at a conceptual level, wrote some documentation, and put together spreadsheets with the fields and modules I wanted.
There are modules for publishing contests, questions and answers, registration (where data is encrypted even to us), and presenting proposals.
The first contest -organized by other ministry, with our participation- was only managed over email; everything was manual, and there were several big mistakes that we wanted to avoid in our field.
The most important thing we needed was a reliable system for validating entries. The platform checks names, emails, and other personal information.
Juries judge the presented works, which we then check whether or not the listed authors really accomplished what they claimed. Julasoft handled hosting for the first contest, and they deployed the software to our equipment a couple of months ago.
What is the team composition?
There were at least six people from Julasoft involved, including their president, who got involved when necessary.
How did you come to work with Julasoft?
I wasn’t the one who made the first contact; the people in our purchasing department made a contest and they have their own methods. We needed this platform done in a very short time, so we didn’t have a month to set up a contract. Julasoft had to start working ahead of that, which was a strong compromise to make. I described the situation to their president, and they accommodated us in order to make the scheduled time.
How much have you invested with them?
The cost of the project is $15,000.
What is the status of this engagement?
We started working with Julasoft in October 2020, and the first release was in November of that year. They continued to work on different modules and presentations, after we held the first contest.
We made a second contract with them in February 2021 to make some improvements. The contract was initially meant to end in June 2021, but we delayed the delivery because we weren’t ready to receive the software — we’re within the six-month guarantee period now.
What evidence can you share that demonstrates the impact of the engagement?
We’ve organized seven contests already, and the platform is working well. Before, contests were only managed over email — the process would take months, everything was manual, and there were several big mistakes. With this platform, we can do a lot more contests, and the data reliability is much higher, which is the most important part.
We’ve improved the way we do things, specifically increasing reliability and security. Because of Julasoft, we can do more things in less time.
How did Julasoft perform from a project management standpoint?
They worked with us during late nights, weekends, and they were always available to answer our questions. It was a problematic scenario, but we did it with goodwill and enthusiasm. One time, a module stopped working during a contest, so I called Julasoft and the problem was resolved in a couple of hours. We got close and strong support in a situation where time was very scarce. They worked with us as a team, and we felt very comfortable with Julasoft.
Moreover, the platform had to be ready in a very short timeframe, but Julasoft still met all our deadlines. We had meetings at set intervals, to discuss the progress, schedule, and any problems. I used Microsoft Project to keep track of the project, and Julasoft used a different tool.
What did you find most impressive about them?
I’ve worked as a consultant for development firms, but it was always on the conceptual side. Here, we needed to compromise in order to select a solution that would meet our minimal quality level in the shortest time possible. Julasoft selected the right technical tools and met our time, quality, and deployment needs.
Are there any areas they could improve?
I would’ve done a couple of things differently, but I don’t think that Julasoft could’ve done a better job, given the amount of time we had.
Do you have any advice for future clients of theirs?
I don’t have any particular advice. They adapted to our needs, and we had good communication from the first moment.
